Our close informal working contacts with the US Drug Enforcement Administration locally will of course continue meanwhile. In addition a Hong Kong narcotics liaison officer took post at the Embassy at Bangkok on the 1st November, which will provide a further point of contact with the Americans. Much will thus be going on, short of the bi (or tri) lateral consultative machinery which is envisaged.
We take your points about the Chinese Government. Unless and until they adhere to the 1961 Single Convention on Narcotic Drugs and become a member of the UN Commission on Narcotic Drugs there is probably nothing to be gained by considering further any possible approach to them.

Interpol passed without any hiccups in Vienna Rolph was able to make some useful contacts with the Burmese, Laotians and Thais and accomplish a certain amount in the corridors.
You will be interested to know that
Sir Harry Greenfield, President of the International Narcotics Control Board, will pay us a short visit at the end of this month or early next. He is not going to China, but we shall welcome the opportunity to show him our narcotics problems on the ground. He is a much respected and influential figure in international circles dealings with narcotic drugs, so although he is due to retire at the end of March next year his interest should be valuable.
