1. Mr Lloyd's letter of 5 November attached below.

Nothing new appears to have arisen during the discussions between Hong Kong officials and the UN Ad Hoc Committee during the latters visit to Hong Kong. The main point of interest was that the UN officials were apparently in agreement with Hong Kong that the creation of a formal sub-commission would not be particularly helpful or a progressive step. Delays in the implementation of recommendations made by the sub-commission to the commission itself and the fact that certain members of the commission have little or no direct interest in the problems of the Far East would, in Hong Kong's view, make little contribution to suppressmillicit traffic in narcotics.

3. Mr Lloyd asked if we will forward to Mr Train copies of the note prepared by Hong Kong for the Ad Hoc Committee's visit and a short report of the meetings which took place during their visit to Hong Kong. I attach a draft letter to Mr Train enclosing the two documents.
