I asked about the rumours that two white men had been into Burna with the Shans recently. I was told that Adrian Cowell and his photographer called Henderson (?) had been in and out in recent months. Cowell was now in correspondence with Lester Wolfe the US Congressman who has caused so much difficulty over narcotics and it was almost certain that Adrian Cowell was the Englishman who according to press reports had met Wolfe in Bangkok recently and given him the Shans proposal to stop dealing in opium in return for a large sum of money. The Americans had been wondering precisely what Cowell was doing and whether he was involved in narcotics trafficking himself or just filming. I pointed out that last time he was in the Shan States in 1965 he had made a film so it was reasonable to suppose that he was making another film. Apparently the 1965 film is being used by American anti-narcotick agents to trace caravan routes and methods of operation because the American narcotics operation in the North was now very much focused on stopping the caravans. I suppose we must expect Cowell's recent film to turn up on television in due course.
