Since the enactment of the Drug Addiction Treatment Centres Ordinance in 1969, the Prisons Department claim a success rate of approximately 40%. This is based on a 10% sample a sufficiently large sample to be statistically valid of those who have been through a programme, have been followed up for three years and have been found free of drugs during regular tests over the period. It is admittedly the case that some of these tested may not remain permanently abstinent, but the figure provides the best available estimate of the efficacy of the Prisons Department

programme.

Over three quarters of those sentenced go gaol are drug addicts on entering prison (in the financial year 1971/72, 9,885 males were sentenced to imprisonment without the option of a fine of whom 8,094 were drug addicts, or 81.88%). This does not necessarily imply that their addiction was the prime cause of their committing the crimes of which they were convicted except where these were the ordinary run-of-the-mill drug offences which account for roughly half of all prison admissions though there may be some deep seated connection between the two as yet not properly understood. The facilities available to treat and rehabilitate drug addicts are thus strictly limited when compared to the number of such persons entering the custody of the Prisons Department. This will remain the case even under the expansion projected.

A 'New Life House', with accommodation for 24 men provided through the assistance of Caritas, is used for those released from a treatment centre who are considered to be in need of reasonably close guidance when not at their places of employment for the time specified in their supervision orders. There is in addition the Lok Heep Club, also under the auspices of Caritas, which provides recreational, cultural and social activities for former drug addicts and their families and
