2. I have spoken to both SED and Mr Macoun who both agree with Mr Train's view that, because of the sensitivity of the Burmese and Thai Governments on the subject of narcotics, it would not be advisable for Mr Rolph's suggested passage on narcotics to be included in Mr Wood's speech.
3. Mr Macoun, who will be attending the Interpol Meeting in Vienna, also expressed serious doubts about Mr Rolph raising the subject of narcotics at all during the meeting.
