If it is decided to establish a Narcotics Commission,

its finances and administration would be dealt with by the office

of the Secretary for Security.

Summary of Recommendations.

37.

This paper makes the following recommendations :-

(a) that dangerous drugs should not be legalised.

(para. 2 and Appendix 'B'.)

(b) that the Narcotics Advisory Committee should be

dissolved. (para. 6.)

(c) that the Action Committee Against Narcotics (and all its Sub-Committees) should be reconstituted. (paras. 27, 28 and 29.)

(d) that the Action Committee Against Narcotics should

have new terms of reference.

(para. 30.)

(e) that there should be established a Drug Addiction

Treatment and Research Division in the Medical and Health Department. (paras. 32 and 33.)

(f) that there should be established a Narcotics

Commission. (paras. 34 and 35.)
