19.
The Methadone Maintenance Supervisory Committee will
continue in existence until December 1975 at least, being the
time at which the D.P.A.S. three year Methadone Maintenance Pilot Scheme will conclude and be evaluated. The future of the committee
will be determined early in 1976 in all probability in the light of
the decisions taken as to whether methadone maintenance should be adopted in Hong Kong as a method of treatment for opiate addiction
or otherwise.
Commissioner for Narcotics

On the 1st August, 1972 a new duty post of Commissioner for Narcotics became operative in the Secretariat for Home Affairs. The Commissioner is responsible to the Secretary for Home Affairs (now the Secretary for Security) for the co-ordination of the total effort, Government and otherwise, against the illicit dangerous drugs trade and the treatment and rehabilitation of drug addicts with the eventual object of implementing Government's declared policy of interdicting illicit drug trafficking and ridding the community of drug abuse. This is a responsiblity of many sides ranging widely from the international on the one hand to such items as local anti-drug education and publicity on the other. At the present time the Commissioner is engaged primarily in a comprehensive review of all aspects of anti-narcotics work in Hong Kong, and affecting Hong Kong, with a view to up-dating Government's strategy and policies to meet the challenges which now face the community in this field. This was last done in 1959 at a time when the abuse of dangerous drugs and public attitudes worldwide towards this social problem were very different to what they are today. The role of the Commissioner for Narcotics in the new control organisation to
be proposed will be set out later in this paper.

The 1959 White Paper on The Problem of Narcotic Drugs. in Hong Kong lays emphasis on the point that no campaign against drugs can hope to succeed without the backing of the people as a
