an estimated 100-150 tons of raw opium, plus
morphine base and other narcotics are transported to Southeast
Asia buyers annually via Thai fishing trawlers based in
Bangkok. Another 150-200 tons of the tri-border total of
an estimated 300 tons of opium produced yearly for export
either remains in Burma, Laos and Thailand for local
urban consumption or conversion purposes, or is exported
by surface and air to market elsewhere in Asia. Such
locations as Penang, Okinawa, Cuam, and possibly
Sabah/Philippines have recently been utilized as way stations
or storage points--and even as secondary market outlets--for
narcotics by Chinese traffickers who continue to focus on
the United States as the utlimate market for their illicit
goods.
