Ma Yu-ts'ai is currently a major narcotics trafficker in Thailand, operating out of Chiang Mai city. In the past, he has worked in association with such famous personages in the opium business as General Tuan Hsi-wen of the Chinese Irregular Forces 5th Army, and the king- pin of the Laotian trade, Hu Tien-hsing. Ma now supplies organizations which specialize in narcotics trafficking throughout Southeast Asia via ocean-going vessels.

From his Chiang Mai residence, Ma oversees his current trafficking enterprise. He obtains his supplies from various Tachilek refineries. Ma has at least two outlets in Bangkok, although his methods of transporting the illicit goods to the capital city are not known. One Bangkok buyer is Sawat Nanawichit, whose brother lives in Chiang Mai and who may serve as the contact man. Sawat reportedly has transshipped opium to South Vietnam via Thai Navy gunboats, and has sought outlets for #4 heroin in Japan. Ma also has supplied the Bangkok-based Sutep Benjapokee net- work, at least before its recent disruption by the Thai police. The Sutep network received opium and morphine base from Ma for trans- shipment to South Vietnam, Singapore and Hong Kong via Thai fishing vessels.
