LAOS CORE GROUP

The principal core group in Vientiane is the Wui Tat Company, comprising Hu T'ien-hsing--the leader--plus his brothers Fa and Fu, and including Liu T'ien-shun, who serves as the company's manager and the core group's general factotum. The accompanying diagram outlines the network's organization as it operated at its peak prior to General Ouan Rathikoun's retirement and the promulgation of the Laotian drug law, both of which occurred in the latter half of 1971. that is certain at this point in time is that the Hu Tien-hsing core group remains intact, and that it is attempting--albeit with great caution-- to dispose of a quantity of #4 heroin that it still has on hand.

Additionally, Liu T'ien-shun and his partner in the Mekong Wine Company have shares of the heroin and, on their own, are actively seeking buyers for those shares. Liu's separate operation,

which has in its hire at least three minor traffickers, can be described as an associated core group within the Hu Tien-hsing network. Liu's status is an example of the flexibility found within the Chinese trafficking networks.
