1. In my submission of 18 May I said that the Americans had
proposed an informal meeting in Hong Kong between officials of
the US, the United Kingdom and Hong Kong. This took place on
7-8 June. Mr John Ingersoll, Head of the US Bureau of Narcotics
and Dangerous Drugs, led the US delegation; Mr Rolph, Commissioner
of Narcotics, led the Hong Kong team; and Mr Train, Head of the
Home Office Drugs Branch, led the UK delegation. He was supported
by Commander Huntley of New Scotland Yard and Mr Jordan, Chief
Investigator, HM Customs and Excise. The Political Adviser
attended for part of the time. Mr Train has now,
somewhat
belatedly, sent us a copy of the report he has written, which is
for UK eyes only.
2. The declared purpose of the meeting was to discuss all
aspects of drug trafficking in the Far East but with particular
reference to Hong Kong. However, it emerged that the main concern
of the Americans in calling the meeting was to involve the UK more
closely in fighting drug trafficking in South East Asia.
3. Apart from Hong Kong's internal problems, the main points of
direct concern to us, ie those with international implications,
