Export of Heroin from Hong Kong

The Chief Superintendent of the Narcotics Bureau explained that there are no organised syndicates exporting heroin from Hong Kong. Such export as occurs is done by individuals, or groups of individuals, who usually come here for the purpose and buy heroin for cash. The amount of heroin being exported is not known, but the Americans reckon that about 15% to 20% of the total entering the United States is from Far Eastern sources, including Hong Kong. Heroin is so readily avail- able at street level in the Colony as to make the detection of these individuals a very difficult matter. The only real solution is to curtail substantially the supply of heroin in Hong Kong, but this will be long term.

The two days of informal discussions were most useful and rewarding and added considerably to the knowledge of all the partici- pants. It would appear that this holds good for Americans also. Some constructive ideas were advanced which now need more detailed

examination.
