I attach copies of our record of the main points discussed at the meeting held here with the Americans on 7th and 8th June.

The main points are the desire expressed by the Americans to involve H.M.G. more actively in the dangerous drug problem in the Far East, the proposal to set up more formal liaison, the involvement of China, and means to interdict the trawlef traffic, including the use of the Royal Navy south of the Lemas.

On the question of liaison you will see that our initial reaction is to work, initially at least, on a bilateral system - involving the Americans and Hong Kong. This could be reviewed when the Far East Ad Hoc Committee elaborates its recommendations for the U.N. Commission on Narcotic Drugs in March 1974.

We will give further thought to this and the other suggestions made, and meanwhile should be grateful for your reactions.

I am sending copies of the Report to Washington, Geneva, Bangkok, Rangoon and Vientiane, and under separate cover to Saigon. You will no doubt arrange for copies to

be sent to Train.
