You will recall the Anglo-American discussions about dangerous drugs held in Hong Kong on 7th and 8th June 1973, which were attended by Chris Train from the Home Office. By now I am sure both Chris and yourself will have received my report on the proceedings which was sent to you under even reference on 10th July.

Although there have been changes in Washington since these discussions took place the B.N.D.D. and U.S. Customs have been amalgamated into a unified Drug Enforcement Administration for narcotics purposes, Ingersoll has resigned and Belk now occupies some new office nevertheless I am sure the Americans will be expecting some move from us shortly.

We would be grateful here if you could let us have your reactions to the substance of these discussions as soon as you can, in particular about the American proposal to form a United Kingdom-Hong Kong-United States Liaison Group, and the concept of R.N. patrolling mentioned in paragraph 17.
