Dear Chris,
Many thanks for your letter of 13 April. I'm sorry not to have replied earlier but I've only been back a few days from Afghanistan.
I'm very pleased that you are to be the U.K. representative on the ad hoc committee if it is set up. I think it would be a good idea for you to be accompanied by some one from Hong Kong. He should, however, be both an adviser and knowledgeable on the illicit drug traffic and politics of the region. These requirements rule out the first two men the Hong Kong Government may suggest: Garner, the Commissioner of Prisons, and Rolph, the Narcotics Commissioner. Garner is no one's adviser and while an expert on "Tai Lam" treatment methods knows nothing much of the illicit traffic; Rolph knows very little about narcotics or the illicit traffic.
I don't know who holds the job at present, but probably the best man to have would be the head of the narcotics bureau of the Hong Kong Police. Provided he is not very new to the job he should be able to give you the factual information and practical suggestions you will need, while keeping suitably enough in the background! I hope I shall be able to head the United Nations secretariat but don't yet know if it'll be possible.
