It is to avoid treading on people's toes that we are not offering to host an Interpol meeting here, although we would otherwise be prepared to do so. It may be that we should ask the views of the Embassies in the countries concerned. Perhaps we should leave this until after Train has been here next month. If we can brief him fully the advantages of Rolph going along with the Committee will be correspondingly less.

Contribution to the U.N. Fund for Drug Abuse

I appreciate the Whitehall Arguments about this contribution and know that the ODA's vote is pretty tightly committed. But I am sorry that the idea of increasing the contribution has not found favour. It was not intended to be more than a substantial gesture to show our support in particular for the crop substitution programme which, in Thailand particularly, is of great interest to us. But an increase of our contribution would make the U.K. the fourth largest contributor and might well improve our standing in the Fund. Paragraph 315 of the Record of the Commission's 25th Session states that the British Government would be giving favourable consideration to future contributions to the Fund. Looking at it from Hong Kong's point of view the gesture appears to be well worth while, particularly at this juncture. I hope that this is not your last word on the subject.

We very much hope that Train can come next month and spend a worthwhile amount of time with us. is a key man from our standpoint, and we would like to get over to him that our problems are rather more than the misuse of prescriptions!

There are a few other points too arising from Rolph's paper which did not come up in the meeting on the 12th April. We would like to go through these matters with him.
