There were two points omitted from the Governor's letter of 24 May to Michael Wilford (SCR 4/1316/72 I) in order that it might not be overloaded. This letter was not copied to Peking.

First: the UN Commission on Narcotics is due to meet next March. Norman Rolph will in fact be due for leave at the end of February 1974 and it would therefore be quite convenient for him to attend the meeting as part of the United Kingdom Delegation. We will, of course, have to look at the China aspects of this nearer the time, but as of now we would not expect any particular objection from the Chinese, even if they were to join the Commission.

Second: in paragraph 44 of Norman Rolph's second paper "International Considerations" he mentioned that the President of the International Narcotics Control Board, Sir Harry Greenfield, was likely to visit Peking before his term of office expires in March 1974. Such a visit would be very valuable to us, and if he went to China we would very much hope that Sir Harry would find some time to spend in Hong Kong before and/or after his visit to China. Can you say how Sir Harry's plans are shaping up?
