Following his tour of South East Asia, the Hong Kong

Commissioner for Narcotics, Mr Rolph, reported that

HM Ambassador in Bangkok had said that he would support a

recommendation that two Hong Kong officials should be posted

to Thailand. It was proposed that one should be attached to

the Embassy in Bangkok and the other to the Consulate in

Chiang Mai. Both would be at the expense of the Hong Kong

Government. It was also suggested that the official posted

to Bangkok should pay regular visits to our Embassies at

Rangoon and Vientiane. HM Ambassador in Vientiane has

commented that such visits would be useful. HM Ambassador

in Rangoon is less certain but thinks that the opportunity

for such visits may develop.

HM Ambassador, Bangkok wrote to the Governor, Hong Kong

on 1 May to endorse the idea of the talking to the Thais and

of posting two officials from Hong Kong to his Mission. Both

Sir A de la Mare and Hong Kong have now telegraphed to ask us

to agree formally to an approach being made to the Thais

(Hong Kong tel No 527 and Bangkok tel No 207). In fact we

had already agreed to these approaches in your letter of

26 April. But we can now put our agreement formally on record.

Banskote We also need to comment on HM Ambassador, Rangoon's proposal

that he should pay a short visit to Hong Kong in July. This
