PROPOSED
THE top drug fighters from Hongkong, Britain and the United States have proposed setting up a joint operation to smash the narcotics trade in Southeast Asia, the Standard learned yesterday.
The proposal to map out a concerted international drive against drugs was made during secret meetings held here earlier this week of narcotic experts from the three governments.
The Home Office in London is now considering the plan, sources mid last night,

Both the Hongkong and the United States governments are reported to have endorsed the proposal, but Hongkong can take no action without the approval of the British Government.
Three of Britain's top drug experts flew into Hongkong on Sunday for the three-day meeting. They are Mr Christopher Train, of the Home Ofke; „Commander Robert Hunder of Sağstaætt Yard; uinth =
Legat Furden, of Customs" and Excbe.
They joined forces here with Hongkong's drug fighters and top US agents, including Mr John Ingersel, director of Washington's Federal Bureau of Narcotics and Dangerous Drugs.
Informed sources here described the plan { "comprehensive” but declined
to
give details,

because it is condidemtion by the Home Office.
They regarded the chances of Britain accepting the plan as "excellent" but did not rule out the possibility of further meetings among experts of the three governments and possibly some modifications in the plan, before a new drive against narcotics gets under way.
Experts here believe that the proposed three-government ̧ plan would give a new boost to Southeast, Axia-wide drive against narcotics,
US drug experts working in other parts of Southeast Asia who regard Hongkong as major trafficking spot would be closely co-operating in the plan and co-ordinating the activities of various national efforts in this region.

Another posibility, being studied by experts here, lies in establishing a close form of co-operation between the proposed three-govemment drive and the United Nations' anti-narcotic bodies.
