The Governor says in the conclusion to his letter that they hoped to be able to discuss with Mr Train when he was in Hong Kong the narcotic problem as seen from the Hong Kong view point and I think we shall have to await a report from Mr Train before commenting substantively on the Governor's letter. However, it may be worthwhile setting down a few preliminary notes on those subjects raised in the letter.
TRAWLERS
3. I have spoken with the MOD tes and obtained their views on the possibility of the Royal Navy/Royal Air Force shadowing Thai trawlers and the possibility of intervention on the high seas by the Royal Navy (see folio 77). As the Governor surmises in his letter, it looks as if the shadowing of the trawlers would be beyond the resources of the Royal Navy and the Royal Air Force. The Governor says that he will be looking into the question of what might be achieved by better patrolling and will be writing again on this point. I think this may prove to be the most feasible method of circumventing the trawler traffic.
AD HOC COMMITTEE
4. Mr Train is obviously better placed than us to comment on paragraphs 4 and 5 of the Governor's letter. The main point concerning us is whether or not there should be a Hong Kong representative to the Ad Hoc Committee. We have on file (folio 89) a copy of a letter from a Mr Mankey (?) of the UN Office in Geneva, to Mr Train, in which he welcomes the idea of an official from Hong Kong accompanying Mr Train but is somewhat emphatic in his view that He representative should not be Mr Rolp or Mr Garner, the Commissioner of Prisons. It is interesting that in his letter, Mr George appears to assume that Mr Rolp will automatically be the Hong Kong rep- resentative accompanying the UK Delegation to the UN Commission on Narcotics.
