6. One result of Rolph's visit to Laos was an invitation to us from the Americans to send a representative from our Embassy on a narcotics field trip in Northern Laos to look at the crop

I enclose а сору substitution programme among the hill tribes. (to you only) of a report on the trip made by my 2nd Secretary, Richard Ralph, which Rolph might be interested to see. You will note from the report that the Lao Government have apparently decided in principle to accede to the Single Convention, which is clearly a step in the right direction.

I also enclose a copy of an interview given by Rolph in Hong Kong to the editor of the local daily, Xat Lao, which was published in today's French summary of the local press. nothing new in it for us, of course, but Rolph's complimentary and encouraging comments will certainly be well received here.
