Thank you for your letter of May 4. I will be very happy to meet Mr. Scott, although it is probable that I will be away from Washington towards the end of May. However, please encourage him to write, as you noted, and if I am not here, one of the Deputies will be more than happy to receive him.
As to the symposium in Helsinki, I have tentatively accepted an invitation to participate. However, this too may fall victim to higher priorities which are beginning to appear on my schedule for that part of the month. I think it should be an interesting meeting for I have looked at the proposed program and would very much like to attend.
On still another matter, and also in the spirit of your private communication, let me advise you that, if you have not already been, you probably will be approached by someone from our embassy with respect to a proposed meeting in Hong Kong between the United States, the United Kingdom, Hong Kong Commissioner Rolph and, perhaps, someone from Australia. The purpose is to consider recommendations made by Com- missioner Rolph in a recent report that you may have seen. I would hope that the United Kingdom would consider such a meeting favorably and, if so, I would probably head the U. S. delegation. I feel that the United Kingdom's participation is vital and this sort of meeting would serve little purpose without your presence. More specifically, I would hope that you could parti- cipate. Our earlier inquiry at the Foreign Office was met with
