(c) To push at the United Nations for greater resources

in terms of money and personnel to be devoted to opium crop substitution projects in Thailand and Laos and in due course, hopefully, in Burma too. (Paragraph 29. See also paragraph 49(a) and (e)

of paper two.)

(d) To give every encouragement to the Far East Ad Hoc Committec of the U.N. Commission on Narcotic Drugs in the hope that its work during 1973 will lead to the establishment of a permanent Far East Sub- Commission in 1974. (Paragraph 30.)

(e) To examine the Colombo Plan to see whether any of

the aid given under it can be aligned to anti- narcotics programmes. (Paragraph 31.)

(f) To pursue with the United Nations Division of

Narcotic Drugs in Geneva the possibility of adulterating acetic anhydride to render it incapable of use for heroin acetylation. (Paragraph 32.)
