is a need to devote much greater resources to these projects than is currently the case to enable them to make a real impact within a reasonable period of time having regard to their importance as a permanent solution to eradicating illicit opium production. It is suggested that this matter should be pushed at the U.N. at an appropriate time.

The appointment of an Ad Hoc Committee for the Far East of the U.N. Commission on Narcotic Drugs which it is hoped will lead next year to the establishment of a permanent Far East Sub-Commission is seen as an important development notwithstanding that Burma and Loos are not members of it. The Ad Hoc Committec is largely a procedural body and will be concerned this year primarily in visiting countries in the Far East to obtain an overall assessment of the illicit narcotics situation. Hong Kong is likely to be visited in September or October. No effort will be spared to ensure that the Ad Hoc Committee receives a compre- hensive and balanced briefing. The report that the Ad Hoc Committee produces to the 1974 meeting of the U.N. Commission on Narcotic Drugs in Geneva as a result of its Far Eastern tour will determine to a great extent whether a permanent Sub- Commission for the Far East is established or not. It will be the Sub-Commission, if it materialises, which will get down to serious business. The Ad Hoc Committee should be given every encouragement.

The Colombo Plan

It is suggested that the aid given to Burma, Laos and Thailand under this plan should be examined to see whether it is possible and practicable to tailor any of it to crop substitution and animal husbandry programmes aimed at eradicating opium production. It may be possible also that projects could be initiated under the Colombo Plan to cater for the treatment and rehabilitation of drug addicts in these three countries.

Acetic Anhydride

32.

Either acetic anhydride or acetyl chloride is a vital chemical for the conversion of morphine base into heroin. On account of the considerable dangers involved, acetyl chloride is very rarely used for this process, reliance being placed on acetic anhydride by clandestine heroin brew masters. These chemicals have been prohibited imports in Hong Kong for some years, but nevertheless several tons of acetic anhydride are smuggled into the Colony annually, mainly from Japan, to enable
