REVIEW OF NARCOTIC ENFORCEMENT EFFORTS IN HONG KONG, THAILAND, BURMA, INDIA, LEBANON, GREECE, TURKEY, FRANCE, AND THE NETHERLANDS

INTRODUCTION

Members of the Committee on Interstate and Foreign Commerce visited and reviewed the narcotic enforcement efforts in Hong Kong, Thailand, Burma, India. Lebanon, Greece, Turkey, France, and the Netherlands during the period January 22, 1973 through February 7,

1973.

The principal purpose of the trip was to review for the Adminis- tration and the Congress the principal sources of illegal drugs reach- ing the United States and American troops abroad, the changing trafficking patterns, and the enforcement efforts of the governments of the countries we visited and the American missions in those countries.

All three members introduced and supported the enactment of the Special Action Office on Drug Abuse Prevention (SAODAP) and have sponsored legislation requiring stiffer treatment of drug pushers. In addition, they have conducted previous investigations of inter- national narcotic enforcement efforts.

The visiting team included Representative Lou Frey, Jr.. Repre- sentative Peter N. Kyros. Representative James F. Hastings, and J. Richard Knop, Legislative Assistant to Congressman Frcy.

HONG KONG

We arrived in Hong Kong late on January 23 and spent the 24th and 25th there. Our schedule consisted of the following:

1. Meeting with British enforcement officials: N. G. Rolfe. Director. Narcotics Commission: Tom Morgan. Director of the Preventive Force (Customs): and George Denning, Director of the Narcotics Bureau. Hong Kong Police.

3. Tour of Society for Aid and Rehabilitation of Addicts (SARDA) and briefing by staff: Peter T. Mok, program coordinator; James M. N. Chien, Superintendent of Social Service; Dr. S. W. Teo, Medical Supt.. Women's Treatment Centre.

4. Accompanied members of Preventive Force in inspecting ships in Hong Kong Harbor.

5. Briefing by BNDD Attaché, Keith Shostrum, and CIA Attaché, Donald Barton.

6. Meeting with Consul General, David Osborn.
