There is no evidence of Chinese involvement in the drugs traffic (paragraph 7).

Two main recommendations for action in the international field: approaches to the three governments principally concerned in South-East Asia; and the further involvement of Hong Kong officials in international discussion and activity (paragraphs 8 to 10).
