INTERNATIONAL ASPECTS OF THE NARCOTICS TRADE AS THEY
AFFECT HONG KONG

SUMMARY
1. The historical background to the drugs problem in Hong Kong. (Paragraph 2).
2. The nature of current drugs activities in the Colony and measures being taken to control them. (Paragraphs 3 & 4).
3.
The source of the drugs imported into Hong Kong and the need for international action to cut off the supply. (Paragraphs 5 & 6).
4. There is no evidence of Chinese involvement in the drugs traffic. (Paragraph 7).
5. Two main recommendations for action in the international field: approaches to the three governments principally concerned in South-East Asia; and the further involvement of Hong Kong officials in international discussion and activity. (Paragraphs 8 to 10)
6. The action proposed will not be easy, but something must be done to ease Hong Kong's drug problems.
