In the administrative arca of this Division, a detailed survey reveals that of the 630,000 odd people, 422,666 are from 74,732 families engaged in opium-growing. A careful study also shows that 25% of them, i.c. 18,683 families, can move to Mang Kang (猛 ) and Hang Nai (3) to grow other crops. Each family will need $2,000 to meet expenses on removal and the rebuilding of their houses, giving a total of $37,366,000 for all the families. In addition, cach person will nood an annual relief of $840, the total being $88,759,440 for 105,666 persons. The other 75%, i.c. 56,049 families, can carry on where they live, growing such crops as maize, wheat and beans. However, owing to unfavourable climate and soil, the harvest will not be abundant, and the growers' income will only be 30% of what they got from opium-growing. must therefore be given for the other 70%. In the past, the minimum cost of living for these mountain people was Burmese $100 per person per month.

In other words, after the discontinuation of opium- growing, each person should be given $70 relief per month, or $840 per year.

The annual relief for the 56,049 families (317,000 persons) remaining in the mountain district is $266,280,000.

Relief

The opium-growing population (420,000 odd) mentioned above will be able, for the time being, to maintain themselves with the income they get from the crops and the relief after the ban is enforced. However, in order to enable them to be independent and not to rely on relief for a living, wo have tried to find out the number of crops which can be grown in the mountain arca and also in our controlled arca. We have to give the people loans by instalments for their crops at the enforcement of the ban. After five years,

the income from increased harvests will be equivalent to that from opium-growing when relief can be discontinued. After ten years, their income will even exceed that and when the time comes, they will never think of growing opium again and we have also succeeded in narcotics control.
