1. You asked for a draft acknowledgement to Sir Murray

MacLehose of his letter of 22 January about Dangerous Drugs.

2. It will indeed take some time to sort out the implications

of Mr Rolpha's papers. But for the meanwhile we have been

taking action on the American proposals for an ad hoc committee

to deal with narcotics in South East Asia and to consider the

setting up of a sub-commission. In his telegram No 141 the

Governor has given his blessing to the proposals in our

telegram No 33 to UKMIS Geneva. It therefore seems that we

are on the right lines.
