Thank you for sending me the two papers by the Commissioner for Narcotics. I fully understand that the object is not to shift the onus onto the British Government, but obviously the recommendations for action by HMG go wide, and will need a good deal of thought by the experts in this field. The subject is clearly of fundamental importance, and we will give careful and early thought to your proposals.

The immediate question is to make sure that your needs are taken care of in the proposed UN ad hoc committee.

I am glad to see from your telegram No 141 that you think we are tackling this on the right lines.
