1. The Governor's Despatch of 19 February is a useful summary
of the papers that he has already sent us about the effects of
the international narcotic trade upon Hong Kong.

2. The Governor discusses the source of the opium imported
into Hong Kong the "Golden Triangle" at the conjunction of
Burma, Thailand and Laos - and the need for international action
to cut off the supply. He suggests approaches to the three South
East Asian Governments principally concerned; and the further
involvement of Hong Kong officials in international discussion
and activity.

therefore be necessary for us to claim the right of membership
on the ground only of our administration of Hong Kong.
