I enclose copies of the first

two of five papers (the remaining three will

relate purely to domestic action here in

Hong Kong and though they will be forwarded

for information I doubt if they will be of

much interest to the Department) which are

being prepared by Norman Rolph, the recently

appointed Commissioner for Narcotics.

first of these two papers is purely factual

and explains the historical background to

the serious drug problem with which we are

now confronted in Hong Kong. The second

paper analyses the external causes of this

problem and, in its final paragraph (which

is all I suggest you yourself need read),

makes a series of recommendations for

action by Her Majesty's Government in the

international field.

As drafted this may give the

impression that we are pointing a finger

at Her Majesty's Government. I hasten to

add this is not our intention and merely

reflects Her Majesty's Government's

international position vis-a-vis Hong Kong.
