Thank you for forwarding the memorandum by Norman Rolph about the American meetings with Law Sing-lion, sent under cover of your letter of 31 January.

This document, along with the two papers forwarded earlier, has been circulated to interested departments within the FCO and to the Home Office and we will, I hope, soon be in a position to discuss the feasibility of implementing the recommendations made by Mr Rolph. We are all aware that this is a growing problem and one that must be tackled urgently.
