It is hoped that the substance of this paper has provided sufficient outline information of what has gone before leading up to the present time to permit an understanding of what will follow in the succeeding papers. The position today in a nutshell is that the body controlling the drive against the illicit drug trade with a view to its suppression and the eradiction of drug abuse is A.C.A.N.; law enforcement is in
the hands of the Police Force and the Preventiv: Service; while the treatment and rehabilitation of drug addicts is undertaken in major part by the Prisons Department, and to a lesser degree for voluntary clients by S.A.R.D.A. The Medical and Health Department acts in a support role to both. One or two Voluntary Agencies operate small schemes of their own in the treatment and rehabilitation field. All are active in pursuit of their duties and responsibilitics. However, it must be remembered that notwithstanding the measures taken over the years since the Second World War illicit trafficking in dangerous drugs continues unabated and on an enormous scalo giving Hong Kong one of the worst, if not the worst, opiate drug addiction problem in the world. And over it all hangs a pall of public apathy. In the next paper the important issue of the source of supply of the narcotic drugs for Hong Kong's large illicit market will be examined together with a number of related matters of an international nature.
