MEMORANDUM FOR EXECUTIVE COUNCIL
PROBLEM OF NARCOTICS IN HONG KONG

Since his appointment in August 1972 the Commissioner for Narcotics has been engaged in the preparation of a series of six papers dealing with all major aspects of the illicit drug trade in Hong Kong and its consequences.
The first paper, at Annex A, consists of a factual account of the historical background to the drug problem up to the present time.

The second paper, at Annex B, examines the external factors which give rise to Hong Kong's drug problem and makes a number of recommendations for action by Her Majesty's Government in the international field. These recommendations are summarised
in paragraph 49 of the paper.

Subsequent papers in the series will be concerned purely with domestic issues in Hong Kong: aspects of control, law and law enforcement, treatment and rehabilitation. It is intended that the six papers should form the basis for a White Paper to be submitted to this Council later this year.

It is proposed to refer the first two papers to Her Majesty's Government immediately and not to await the completion of the remaining papers in the series. The reasons for this are outlined in a draft covering letter to the Foreign and Commonwealth Office, at Annex C.

Honourable Members will be asked to advise whether the course of action proposed in paragraph 5 above should be followed.
