1. You asked me to arrange a meeting next week wit Mr Train (Home Office) and hr Wenban Smith (UND) to discuss progress on the narcotics question and in particular the possibility of Mr Rolph attending the UN ad hoc committee on narcotics as a technical adviser.

2. ir Train is reluctant to give a cate for a meeting until such time as he has cle red his own participation with his Under-Secretary and with the Fermanent Secretary of the Home Office. He does not anticipate any difficulty in securing agreement from the Under-Secretary, but he thinks the Permanent Secretary may well have reservations in agreeing to one of his Assistant Secretaries being absent for eight weeks or so, particularly as the work will be essentially on behalf of another department.

3. He asked me to ring him again later next week when he hopes to have definite news on whether he will be able to undertake this work.
