Fifth, there has been and is a shortage of trained personnel avail- able for narcotics control. It will take time to develop a cadre of offi- cials with the expertise required to effectively deal with the narcotics trafficker.
These are some of the problems. What is being done to overcome them? Is the United States properly organized at home and abroad to provide the leadership, advice and assistance required to conduct a successful campaign against the international drug trafficker? Are the countries of Southeast Asia doing all that is necessary and pos- sible, to eradicate the production of, and trafficking in opium and its derivatives? What are the prospects that the combined efforts of the United States and the various governments of Southeast Asia will inhibit or prevent the flow of narcotics from that region into the United States?
