Dear Shun Fun,

It is very kind of you to arrange for the

meeting between this Division and the American (representatives) to discuss joint efforts on narcotics

control, and we originally named Sing Ming as our

representative. However, because of the location of

the meeting and in order not to attract the attention

of the Burmese authorities, we are sending our Chief of Staff, Yeung Shing Wah and Lo Chung Sing, Officer- in-Charge of the First Company, instead as our fully accredited representatives to attend the meeting. I

should be grateful if you will explain this to the American (representatives).
