Why not?

In considering whether to extend Conventions of this

kind to overseas dependencies, we must consider the

local circumstances of those dependencies and the

views of their Governments.

Is this not a denial of rights?

The existing rights of the inhabitants of Hong Kong

are in practice substantially those which are

protected by Article 6 of the Convention.

Does this not mean a denial of individual rights, since

there is no right of petition from Hong Kong to the

European Commission of Human Rights?

The right of individual petition does not extend to

all the territories to which the Convention itself

extends. The substantial question is whether the

rights of individuals are protected by law. In

the case of Hong Kong they are.
