However, if at the same time as strengthening the law to combat corruption at the wrong end of the game (i.e. acting aginst an official, on the basis of the loot acquired without explanation, perhaps many years after, for example, police protection of drugs has had its evil consequences on society's victims), measures are not introduced to strengthen morale and efficiency at the right end of the game (i.e. by protecting young probationery officers and encouraging them not to have fear in enforcing the law without fear or favour), then the corrupt elements in the Administration will continue with the confidence and evil consequences the graft conspiracy has enjoyed in the past.

Your Excellency on 17th October said "grave situations call for unucual measures" and I hope that with regard to Establishment Regulation 303 you will consider applying this attitude and give to probationary and contract officers the protection they so badly need against the conspirators conspirators sometimes difficult

to see and always difficult to speak out against because of the problems of evidence and the insidious techniques of the conspiracy.
