AMENDMENT TO PARAGRAPH 2(e)

I should be glad if you would note that, on the advice of Mr M G de Winton, the last centence of paragraph 2(e) of the recently circulated note should be amended to ed as follows:-

..

"The Attorney General was consulted when the Hong Kong Ordinance was introduced and advised that some of its provisions, in particular Section 10, was catrery no basic principles of English criminal law and that he would not be able to justify those provisions on legal grounds."
