PARLIAMENTARY QUESTION BY LORD BROCKWAY

Lord Brockway has put down a question for oral answer in

the House of Lords on 11 December about the terms of reference of

the Hong Kong Anti-Corruption Commission in the context of alleged

police responsibility for accusations against Mrs Elsie Elliott

some years ago.

I submit a draft reply, based on Hong Kong telegram

I have modified this in the light of Mr Royle's comment

that we should make it clear that the decision lies in Hong Kong.

I also submit Notes for Supplementaries and a Background Note.

The department's Legal Adviser agrees.

I understand that, in Lady Tweedsmuir's absence, the

Earl Ferrers (Lord-in-Waiting) will answer. He has asked for a

briefing meeting at 11.30 a.m. on 11 December at the Ministry of

Agriculture. Mr Crowson will attend.
