1. Mr. Royle has seen your submission of 2 November on which he has made the following comments:

"I agree with the telegram to Governors. But I do not think that Ministers in other Depts. will agree to this and override their officials. Please, [therefore,] consider paragraph 4 [of the submission] again. IS there no hope of reaching agreement at official level?"

2. Mr. Royle would be grateful if you would re- consider whether agreement can be reached at official level before resorting to the step of asking him to write to Mr. Carlisle. Meanwhile,
