I refer to Mr Davies' minute to you of 15 November in which he asked if I would give my views to Mr Royle on what further can be done in examining Mr Alan Ellis' case.

2. I have done my best to dissuade Ellis from pursuing this matter but he has consistently maintained that the "injustice" done to him was due to what he describes as the "Hong Kong conspiracy of corruption".

3. I have little doubt that if he is told now or, for that matter, in a few weeks' time that the further examination of his case has not produced any positive results, he will think he is being fobbed off and inevitably return to the charge.

4. As you know, he is tenaciously (and tediously) persistent in his efforts to revive his case and one assumes that he will now feel that there is some justification in linking it with recent revelations of corruption in the Hong Kong Police.

5. I am at a loss to suggest what can be done to placate him; perhaps the answer is not to attempt to do so and let him know bluntly that there is nothing more we can do to help him and that, if he has any further representations, he had best address them to the Hong Kong Government. He might at the same time be reminded that when his probationary appointment was terminated the Hong Kong Government was perfectly within its rights to do so even without giving a reason.
