THE FUGITIVE OFFENDERS ACT

1. Mr Guest's minute of 7 November records Mr Royle's

comments on my submission of 2 November.

2. Mr Royle has agreed to the despatch of the telegram to

Governors of Dependent Territories asking them to examine

their legislation to which the double criminality law applies

and to suggest a schedule of returnable offences. However,

before writing to the Home Office at Ministerial level,

Mr Royle has asked us to try to reach agreement at the

official level.

3. I have therefore slightly recast the draft minute to

Mr Carlisle and suggest that it might appropriately issue

instead from Sir D-Watson to Mr Graham-Harrison, Deputy

Under-Secretary of State at the Home Office.

4. I submit a draft accordingly.
