Thank you for the information in your letter with enclosure of the 26th October, 1973. It was most gratifying to learn what was being done to restore the situation in Hongkong.

I was aware of the problems about application of the U.K. Fugitive offenders Act in regard to Godber's case as I have dealt with many extradtion cases in the past, in Shanghai and in Australia up to 1968. No douut Godber was aware of this situation when he fled to England from Hongkong.

However, as I see it, the move has cut him off from associates likely to support him. if these can be picked out it is likely they will be attracted to take a reward, or in cases where applicable, to cooperate by giving information if by doing so they will be spared from prosecution for offences involving them with Godber's activities.

As for Godber, am still of the opinion that it would pay to have him interviewed here. ne must be expecting some such move and as i see it, he will not be a match for an expert criminal investigator well briefed in this case to take him on. his position is that he is in the wrong and which ever way he turns he has to come up with some explanation about how he amassed the money, or sit silent day by day worrying that eventually he will have to face the music by which time it will be too late to put up a defence. In other words ne is looking for and noping to find a way out of his trouble. He must certainly understand that old associates in nongkong who helped him to amass the money will denounce him when it suits them, or when they come under pressure from the autnorities there.
