Thank you for your second letter of 11 November about the corruption problem in Hong Kong. I have taken the liberty of giving copies of your letters to Mr Prendergast, the recently appointed independent Director of Operations of the new Anti-Corruption Unit in Hong Kong. You may know of him, at least by reputation, from his past in Kenya, Aden and elsewhere.
He has a difficult job ahead of him and will, I am sure, welcome your recollections of the way the problem was dealt with in Shanghai.
