Lord Carrington will open and Lady Tweedsmuir wind up this one-day Debate on Defence and Foreign Affairs in the House of Lords. Lord Carrington will cover the following subjects in his speech: Europe, our entry into the EEC and an assessment of what entry has meant and will mean for Britain; US-European relations and, in particular, the Kissinger initiative; relations with the Soviet Union and Eastern Europe including MBFR, CSCE and détente in general. Mr. Marsden in EID(E) has kindly agreed to coordinate with WOD and WED a draft for this opening speech.
2. Lady Tweedsmuir has decided to make the Middle East the main theme of her closing speech. Would you please prepare a draft of about ten minutes?
3. Lady Tweedsmuir will also of course have to answer points raised during the debate, including Defence matters. For this she will need defensive speaking notes (in speech form) on any subjects that Departments think may be raised. These should include inter alia: the negotiations for Association with the EEC, the Aid programme, the results of the Ottawa Prime Ministers' Conference, the problems of southern Africa, Iceland, the Indian sub-Continent, UKPH entry into Britain, the Law of the sea Conference. Lady Tweedsmuir will probably want to say something on all these subjects, whether or not she is specifically questioned on them.
