Dear Mr. Grant

Ann Maher

24 Bishop Ken Road Harrow Weald Middlesex.

16th October 1973

My sister is in Hong Kong and has got herself emerged in the "Godber Case". She says that because Hong Kong is a colony the people speak of England as the "Mother Country" and many think that England has Hong Kong's welfare at heart, as she did until she went there in January.

She would like some questions asked in the House of Commons if possible; such as:

2.

293/8

1. What is the Government doing about the Godber affair?

Why is there the discrepancy in the British and Hong Kong laws (in this case what is an offence in Hong Kong is not an offence in England).

3. What is the Government's long-term policy with

regard to Hong Kong?

She also includes in her letter an excerpt from a Government tourist booklet:-

English common law forms the basis of the legal system, with modifications by local ordinances to omit the special requirements of the Colony and of Chinese custom.

She wonders does this mean to omit the needs of corrupt English policemen? She doesn't think he ought to be allowed to enjoy his $4.3 million in peace.

If you reply to the above letter you can either address the letter to me or to Miss Barbara Neagle, Poste Restante, General Post Office, Hong Kong.

Yours sincerely,

Cinn

Maher
