itself having to incur a great deal of odium in departing from the settled principles of the double criminality rule only to find that the next person who has offended agains the Ordinances has escaped to Australia where he would likewise be immune from extradition. It seems to me that the only way to ensure that an offence against the Hong Kong Prevention of Bribery Ordinance is punished is to ensure that any suspected person is prevented from leaving the territory.
